Minimal and minimum sound interchangeable, but in Sudoku construction they describe different properties. One concerns removable clues, while the other concerns total clue count.
A minimal puzzle has no redundant clue
A Sudoku is minimal when every given clue is necessary to preserve a unique solution. Remove any one clue and the puzzle gains more than one valid completion. This does not mean the puzzle uses the fewest clues possible. A minimal puzzle may contain many givens, as long as none of them can be removed without losing uniqueness. Think of minimality as local necessity: each clue performs a job in that particular arrangement. Constructors can test this by removing one given at a time and checking the number of solutions. A 17-clue puzzle can therefore be called a minimum-clue puzzle, but it must still be checked for uniqueness like any other grid. Every minimum-clue puzzle is minimal, because removing another clue would leave only 16, which cannot define a unique standard Sudoku. The reverse is not true. A minimal puzzle with 24 clues is still minimal even though it is far above the overall minimum. This distinction matters when reading puzzle descriptions. Minimal tells you that no clue is redundant within that puzzle. Minimum tells you that the total has reached the known lower boundary. The similar names cause confusion, so it helps to connect minimal with necessity and minimum with the lowest total.
Clue count does not determine solving difficulty
Neither label tells you whether the puzzle will feel Easy, Medium, Hard, or Extreme. Difficulty depends mainly on the logical techniques required and the order in which deductions become available.
